Coming Home to Purpose — Reflections from NBC-LEO 2025 Summer Conference in Houston

This past week, I had the privilege of representing the residents of Norfolk at the 2025 NBC-LEO Summer Conference in Houston, Texas—“Homecoming 2025: Advancing Educational Equity, Excellence, and Economic Opportunity for Black Americans.” It was more than a conference; it was a homecoming in every sense of the word. A gathering of committed public servants, from cities big and small, united by a shared mission: to advance justice, opportunity, and prosperity for the communities we serve.
Over several days, we exchanged ideas and solutions on some of the most pressing issues facing our cities: affordable housing, economic mobility, public health, broadband access, environmental equity, and the transformative power of education. Through dynamic sessions and site visits across Houston, we were reminded that the most effective change happens when local leaders work collaboratively, listen intentionally, and act boldly.
One central theme that resonated with me throughout the conference was this simple yet powerful equation: “People + Partnerships = Endless Possibilities.” That formula was alive in every panel, every breakout session, and every hallway conversation. It reminded me that our success in Norfolk depends not just on policies, but on the relationships and shared commitments that drive them forward.
As Councilman, I am continually inspired by the passion and resilience of local elected officials from across the country who, like me, are walking the walk and doing the work in their communities. The NBC-LEO network offers not only professional development and policy resources but also a space of affirmation, encouragement, and empowerment for Black leadership.
One of the most moving moments of the week came on our final day, as we gathered for worship at the historic Wheeler Avenue Baptist Church. Sitting in the pews alongside fellow elected officials, I was deeply reminded of the spiritual foundation that grounds this work. Leadership, at its core, is a calling.
Reflecting on the experience, I offer this personal thought:
“Every conversation, every connection, every prayer this week reaffirmed why I stepped into public service in the first place. I leave Houston energized, equipped, and more determined than ever to deliver real, lasting impact for the residents of Norfolk. The work continues, rooted in purpose, powered by community, and guided by faith.”
As I return to Norfolk, I bring back not just policy tools, but a renewed sense of mission. Together, we will continue to bridge gaps, build partnerships, and empower our neighborhoods.
